The South End is historically famous for it and is the only place you'll see cars fully parked (not just hazards on) blocking in the row of vehicles by the curb with the driver nowhere in sight, as shown in OP's pic.
Boylston in Fenway is a hellish stretch of road for sure, but the cars "parked" in the right lane are always just food delivery people running in and out of Cava or whatever.

Dont love to generalize, but generally speaking the quality of character of these food delivery peeps is just no where to be found.
Access to parking constantly blocked by some Nissan Versa w their hazards on.

It's pretty simple. Delivery apps and ride share services should have to share their drivers vehicle information with the states motor vehicle registry. If they receive a ticket while operating for the service, the company is responsible for paying the ticket.
Regardless of how much those companies want to fight the classification, there's not a good argument that they aren't employees.
