Was $7K the price of the whole job or just a deposit?

You can file a complaint in your County Court. It's over $7000, so contact an attorney. It might cost you $1000 for the attorney, but they will be much more successful in navigate filing a claim.

Not to say he isn't ripping you off, but 4 months really isn't that long a wait these days. I waited six months after deposit just for a tiled shower install. My friends doing a kitchen reno now have a six month expected start date. Is he at least communicating with you?
