Which they did.

Which is why there is so much unused room in jails across the state.

That gap would be filled quicker than coffee and a bad case of diarrhea.

Once those beds are filled, it's harder to make room for prisoners - ya know the people who should jail.

I'm not against finding a better spot for homeless people than the street, these people deserve better and need a lot of help. I don't think jail is the ideal place. At the same time, jails are drug free and addiction is the main problem in homelessness.
