Some plants bud in the fall before they go dormant for the winter. I am not sure what this plant is from the pic so it is hard to say whether this is abnormal behavior or not.

Its a fair concern. have googled this exact thing in the past after seeing similarly fuzzy buds in the fall.

Some plants experienced intense stress during the drought season. One result of this is plants blooming post drought, despite them being out of their season. (E.g. my spring blooming golden Alexander bloomed in fall)

Not sure if that's exactly what's happening here, but if this is off season blooming for the plant then it's likely related to the drought as well.
