Both the MA resident and the out-of-state tenant would need to register their car at the Roslindale address in order to qualify for a Roslindale resident parking permit.

Residential parking is only available to vehicles registered in the neighborhood for which they are seeking a residential permit. Roslindale permits are only available to vehicles registered in Roslindale.

That said, I've lived in Roslindale for 11 years and most of the neighborhood is not resident permit parking. It's really just a few streets by the commuter rail.
