Every year Nova Scotia gifts Boston a Christmas tree. They do this because of Boston's response to the 1917 Halifax Explosion.

I happened to be eating my lunch on a bench just opposite of where OP took this picture, and I can confirm, there was no harness in sight. I even remarked on it to myself.
