The 3ds I'd say yes, it's not anytime soon that Nintendo will release a 3ds app for the online subscription but you are a bit late, the eShop for it is about to close and prices for consoles and physical games are skyrocketing.
For the GameCube, I feel like Nintendo is going to release NSWO app in the next few years just like they did Gameboy and GBA recently.
If you can find both these consoles at a reasonable price, go for it and modd them. (Note that you can play on the switch with a GameCube controller and the right adapter).

Cube is still a party 4 player powerhouse well worth getting especially the erailer model with digital out
