Yes it does more so if the game has an unlocked frame rate

30fps games will run at a locked 30fps as opposed to having dips to 20-25 and games that are targeted for 60fps will most often be locked at this as well as things like better loading times, increased resolution etc.

I noticed a big difference with games like NFS: Hot Pursuit, UFC 4 and GoW to name a few
