Why would you like a ps5 pro? The ps5 specs already allows 4k at 60 fps... That's the usual target for games released on that platform. There's no point going over that yet. You could get like 10% cpu and 10% gpu upgrade but overall, the end result would be the same because games are released on all platforms equally.
The limiting factor is always the slowest platform, and it's the Series S. So, in order to have better games right now, you either need PS/PC exclusives or games not releasing on Series S, which is not possible for publishers at the moment.

It does penalize other systems because each game needs to fit on that console. Also, it needs feature parity between consoles, at least between microsoft consoles. If you wanted to add a feature that takes too much memory to fit on a series S, then you can't put it on series X either. You can put it on PS5 but microsoft won't like it.

On pc, there's minimum requirements. The graphics are usually very scalable because you can just use different mips and change settings. CPU is a different story as you can't disable a lot in the game before impacting gameplay. Memory doesn't scale. Note that PC have a lot more memory than a console and CPU are much more powerful on a PC...
Also, there's no TRC (technical requirements) on PC. If you play a game with a shit box and you get 8 fps, you won't complain... on console, you need to provide a good experience and steady FPS to publish a game... So, no, it's not the same thing releasing a game for PC and for console.

Even a 4090 would struggle getting 30 fps on 8k... Most titles are using resolution scaling on the current system, so I really doubt this generation aimed at 8k. In fact, it's the 1st go at 4k... Would you pay 3000$ for a pro version just to play on 8k?
If you think 100GB for a game is big, wait until we get textures for 8k tv... it will be 400GB per game :)
