This is addressing prescription opiates, not street drugs.

I would argue that the movement to stop prescription opiates has made the opiate epidemic worse, not better, so shouldn’t be considered “combatting the opiate epidemic”.

It specifically says in the title "The Opioid Epidemic Medicaid's Opioid Prescription Decline" not all opiates
