Learning Networks Analysis in my college course and using a program called Gephi. The larger the node (bubble) and more blue the more frequent the pokemon is used. I used a matrix to create this (also called an adjacency list). The program is called Gephi (it is free) and has a similar layout to Power BI/Tableau. Has a slight learning curve

You might want to double-check the spelling on some of your source data. A few misspelled values (Maushold vs Moushold, Garganacl vs Gargancal, etc) are causing there to be additional nodes.
