If you check out the data set here (https://app.openaxis.com/visualizations/13172), you'll see that the chart is referencing San Francisco as a city

What kind of debt is it? I feel like mortgages alone would be bigger, but maybe not.

Having income per capita as a bar-in-bar would provide some scale. Some cities may have high debt but also high income.
