It’s a percentage of the area of the city which is considered (by federal authorities I guess) as a sightseeing or as a cultural attraction

That's some bullshit, man. Paris and Rome are like 99% points of interest. Damascus (pre-war, anyway) was like 100%. The sources for this are dumb.

I'm pretty sure I can find more points of interest in Cairo than in Canberra. I spent a couple of days in Cairo but that only scratched the surface.

The data is from Google Maps API. That is also the tool used. All images are the same zoom level.

Correction: the one you showed for Manila is actually not the capital city but the whole Metro Manila; they are different from each other

I think it’s because the “points of interest” are actually “points of boredom”. Canberra is a planned capital full of things designed to be “interesting” but that mostly fail.

Is the Eiffel Tower a point of interest? It sure is a point of interest, but it wouldn't add much to the total area that is considered a point of interest. Compare that to a city that has a large square in the center. The square is way less point-of-interesty than the Eiffel Tower, but it would add quite a big area.
