Yes, but there is no general speed limit on freeways (Autobahn), so thats technically correct.
And local speed limts can be and often are lower in every country than the general speed limit, not just germany.

I feel like some countries should have multiple colors. The Netherlands, for example, has a speed limit of 130 as shown here - but that’s only between 7PM and 6AM. The remaining 13 hours of high traffic the limit is 100. Speaking of a limit of 100 - which of the colors marks that particular limit? The legend should display limits as 90-99 or 91-100 to avoid confusion.

hungary is dark purple here, however the motorway speed limit is 130km/h matching most of europe. There might be a translation issue in sourcing the data, in some sources highway might mean single lane main road vs multi-lane carriageway / motorway
