Bro, you missed an important part. It's marriage/divorce per 1000 PER YEAR.
Anyway it's cultural to not get divorce but the rate is increasing with the younger generation.

Stats aren't wrong but they also don't show the full picture. It's not like people don't wanna divorce in these developing countries but they simply can't for many reasons. These reasons can be religious, cultural or especially financial. Since, men are usually the bread winner in 3rd world countries, women are dependent on their men and don't file for divorce even if they really want to.
