In Ukraine! I don’t remember what they are called, but you know they are addictive if your willing to drop everything during a firefight to run into a store and grab some.

Oreshki, they’re famous and popular all around Eastern Europe- pretty cult snack around the communist times.

Thank you; that makes sense (lived in Latvia for a year, and that's probably where/how I came across them). Also, the description that name finds, of a dulce de leche filling, fits perfectly for my (vague) memory!
