That plate had lorne sausage, hagis and potato cake, which you don't normally find on an English breakfast. Both the lorne sausage and hagis are very Scottish. The potato cake can be found in northern England and Ireland in addition to Scotland.

Potato SCONE or Tattie scone. I've never heard it called a potato cake.
