Why? There's kappamaki, which is rice, cucumber and nori. No fish. But it's still considered sushi.

According to google for the definition:
“a Japanese dish consisting of small balls or rolls of vinegar-flavored cold cooked rice served with a garnish of raw fish, vegetables, or egg.”
Both examples ive been given meet the definition. Rice and roast beef still doesn’t.

Raw fish is one of the traditional ingredients in sushi but sushi may also be made without meat or with cooked seafood as long as it uses vinegared rice. Sashimi, on the other hand, always contains fresh raw meat or seafood.
