This actually has reason behind it, many items are sold by singular people or are items that they can't ship fast enough. And the seller need to give Amazon a estimated delivery date they are able to meet, the free shipping. And the fastest delivery date, that you have to pay. When the seller doesn't "want" to rush the order, or just can't, they setup ridiculous values that basically mean "if you pay this much I'll make it happen even if it's by direct helicopter to your place". Most people don't and they can take their usual time to send the items.

$11k is enough to fly an helicopter roughly 3700 km. I don't think that gets from Quanzhou to somewhere that uses dollars and month-day-year dates.
