I always thought about this, and the kinda development issues it might have. Waterproofing the electronics is no big deal at all, but the motors and camera lenses are more difficult.
Biggest issue would actually be retaining control. Water fucks up any signals, so both the controller and the drone would need to switch to some kind of VHF mode seamlessly upon entering the water.

The motors are actually pretty well waterproof already except for the bearings. And even those are sealed so they'd likely work for a while (but then probably get rusty over time).
