The Sims games always had expansions and stuff packs which could cost over hundreds of dollars. I remember when The Sims 3 was still getting new expansions they'd cost $40 to $50, while The Sims 3 was still $50 in stores.

EA is charging for additional content. They are providing content to Sims 4 for 9 years. So over time all dlcs prices adds up to quite large sum. Most importantly you don't need to own all dlcs to enjoy game. Just buy dlcs that you want to play. Can you guys pick new dead horse to beat?

Easy way to monetize Sims fans who will actively purchase all of the expansions. Sims 4 is particularly bad about it from what I recall because there's like 4 levels of DLC which range from the lower end themed stuff packs to like, $10 to implement laundry mechanics. At least back in previous Sims, those would generally just be implemented in larger expansions.

This has been the norm for the sims for a very long time. Most people I know only buy a handful of the dlc packs and even then only when there is a sale.
