This doesn't fit the criteria, but the question reminds me of how much I enjoyed being a slumlord in Fable 2.

I was going to say this when I saw the topic. Gets pretty in depth with the improvements you can make to homes in Fable 3, even if the game itself is just average.

Fable 2 is classic
