Devs aren't going to waste resources on coding two things and creating their own server infrastructure only to end up losing money as a result. It's also a bad idea to split the playerbase of a multiplayer game.

I'm not going to actually check, but there are at least 100 games with both dedicated and custom servers.

BF2042 launched with the portal, which is what you are asking for. Actually, battlefield has always had custom servers. Not sure what "level" you're looking for

Not just achievements.
Unlockables.
Unlockable weapons, outfits, armor, upgrades, etc. You may say you don't care, but think of all the people that grind BF/CoD in part because they want to unlock the next toy.
