The Vita store is still operational, but you cannot add funds through your Vita anymore.
You have to add funds to your wallet on a PS4/5, the Sony website, or the app.
Once the funds are added then you can go to the PS Store on your Vita & make your purchase.

Have you followed these instructions? Maybe you need to make an update to your account, since it is directing you to account management.
