The problem is there are about a hundred million more PS4s in this world than PS5s. So developers are still primarily designing games with the PS4 in mind. The PS5 version will get slightly better graphics, mostly in the form of higher resolutions and better framerates. It's still a PS4 game though, just upscaled.
PS5s have one of the smallest market shares. You would be much better off developing a game for the Switch than making a strict PS5 exclusive.
