No you ABSOLUTELY CANNOT play goat simulator without completing the goat simulator 1 campaign I recommend reading the all lore books aswell (or Atleast 1 trough 7)

You also need to get to rank 100 in the goat simulator mmo in order to fully understand the vast goat simulator universe

After having done that you may attempt to play goat simulator 3

My thoughts exactly! Playing them out of sequence is akin to reading tolkien's Silmarillion before The Hobbit. It would just leave you confused.
