Bethesda Game Studios is a developer known for the Elder Scrolls and Fallout games and the upcoming Starfield.

Bethesda Softworks is a publisher who publishes games from Bethesda Game Works and other developers, including games like the Dishonored series, the new Doom and Wolfenstein games, Deathloop, Prey, and Ghostwire: Tokyo.

It sounds like your complaints about Bethesda are actually about Bethesda Game Studios which was not involved in Hi-Fi Rush.
