Apple made it a pain to turn-off - they need to use your phone as a crowdsource beacon to support the AirTag system.

I use shortcuts to toggle or turn-off my antennas fully off.

Idk why you got downvoted, this is the correct answer. I used a shortcut automation to turn off Bluetooth and Wi-Fi upon exiting airplane mode, so I could easily turn off Bluetooth or Wi-Fi by toggling airplane mode. That being said, I almost always have Bluetooth off, because I never use it.

Folks don’t like when you question ‘the Apple way’. The other Apple ‘ploy’ is to require the GPS ON in order for their charge ‘optimization’ to work - the AirTag system requires both BT and GPS to work. IDK about others, but my charge routines are based sole on the clock (which adjusts for time zone).
