I can receive media, and cannot send to individuals.
Also able to send on other platforms. Just iMessage that will not comply!

Are you able to send a photo to someone via an SMS text message (green bubble)? Or does that also fail?
Do you have any other Apple devices?
My next thought would be to turn iMessage off and back on again.
