That’s lame. I got a new wallpaper but part of it is cut off because of the dock was hoping there was an easy way in settings

Settings/Accessibility/Display & Text size/ toggle on Reduce white point and then adjust the intensity to desired effect, you will have to adjust the brightness of the screen as well. This is the best solution that I have found. It’s not perfect

Not directly. The color used for the dock and any folders is determined by iOS based on the colors of the wallpaper. So you’d have to change the wallpaper.
