I have an Japanese iPhone 13 Pro Max, using it outside of Japan with European Simcards, and there is no Shutter Sound

Because Japan has a law that cameras must make a shutter sound to protect people from things like stealthy upskirt photos.

Means if you buy an iPhone in Japan, you will never be able to turn off the sound... Execpt what op says is true.

I have a Japanese friend who's staying in France and we tested together, her phone doesn't make a noise when a picture is taken here

Yes, if you’re using a non Japanese sim, it won’t make the sound. Tested it myself with a 12 mini.
