Yup, and 11 and 2020 SE, Any phone that was currently sold when Apple made the decision to pull the brick, eventually got packaged with out one.

They were made after the original release date.
You can still buy an iPhone 12 today from Apple and they still make them.

They are made after release, I just snagged a free iphone 11 from my carrier without a charging brick, brand new device and it came with iOS 16

My 11 Pro Max had one, the 12 Pro Max didn't. But I have extra chargers.

That’s because they started with the iPhone 12 and the 11 Pro series was discontinued when the 12 came out.
