uninstall and reinstall itunes, had this same issue trying to restore a device from windows once and it worked the first time after doing this

Reboot both devices and try again. Happened to me a few weeks ago.

Ya these iTunes errors are such A PAIN. I’ve had one that wouldn’t go away. For new devices.
I even had an error occur during an update now that makes the phone unusable unless you restore. But of course the error happened on restore too. So it was just locked in the plug in mode grrrrr
If you do this it will work Change cables. It’s probably the connection between usb and computer. Might not seem like it but likely the case
Update iTunes to its newest software version
If nothing works. You have to use another laptop or computer.
If still nothing works. Just go into apple they will do it

Error 4013 indicates failure to communicate between devices. Could be an issue with the phone, cable, or computer, so if you can, attempt to restore again with a different computer and a known good certified cable. Also clear the lightning port of any debris. If the error persists after this it could indicate physical damage of the device (probably a pin in the lightning port)
