How do I get into my dead cousins iphone? We’ve tried several times to guess the codes and have even contacted Apple and they won’t grant us access. Any other suggestions?

There's no way to get into the phone without passcode. Trying to guess too many times will also permanently disable it. That's the point of the passcode security - it's encrypted and Apple won't be able to help with this. Period.
Apple can help you with gaining access to their appleid, for iCloud data and activation lock on the phone. This requires a formal legal process, and varies depending on where you're located.

You won’t get into the phone without the device password. With the right paperwork Apple can get you access to data in iCloud though. Another option is to look for a local backup if there is a PC/Mac.

No. That was possible before they introduced the legacy contact. Legacy contact just makes it easier with less paperwork afaik.

You need the passcode. You may be able to gain access to the Apple ID with the right court documents, but you need the passcode for the phone.
