I assure you it's not. she doesn't want the phone anymore because her account was compromised and she switched to a different provider and to an android she had this phone lying around and told me I could just have it.

Have her call Apple support they will ask of her proof of purchase and unlock her iCloud then. Until she can show Apple she is the oo and has proof of purchase you have an unusable phone

She can try to reset her iCloud password but other then that without the receipt of purchase Apple won’t help her .
