This is pretty standard for businesses. Having good reviews and scores on things like Google, Yelp, Trust Pilot, etc. is pivotal to their success as a business

I lived in LUXURY buildings in other states and they all did the same thing.

Although often it's even more of a scam --- instead of "$XXX for good review", it can be "your chance to win $XXX for a good review" which means only one resident gets the money, and certainly someone the management likes.
