Why is there a wider inside lane, then narrow outer bike lane? Are they two bike lanes, one for each direction? If so why is the inside lane wider?

Maybe they're putting in flexposts in the smaller lane later to make it a protected bike lane

I think what you call an inside lane is actually a shoulder. Looking at the pic, what I see (from left to right) is: shoulder (emergency) lane, bike lane, northbound lane, southbound lane.

I assumed (left to right): bike lane (two directions), buffer (flexposts?), northbound lane, southbound lane, country road "shoulder".

Naeddrawoh is correct! It's painted now, the inside lane is split into a two directional bike-lane, while the outer part is a hashed out buffer from the cars. Maybe they will add the plastic dividers later.

Awesome. Thanks for the update Robin! I don't like the two way single bike lanes on roads with lots of intersections or places to go because turning feels unsafe if you're not taking the lane. But this road is like a mile or two with nothing so seems great. Flex posts or jersey barriers please! Will ride it tomorrow!

In that case there is no bike lane in the other direction?
Also wouldn't it be safer to have the bike lane inside the shoulder?

That super narrow thing on the far right of the picture can't possibly be a bike lane. And, the road has to have a shoulder because of the traffic expected to travel there. The shoulder is always placed on the far right lane on roadways that have them. I am almost entirely certain that is a shoulder. And, you definitely don't want the bike lane to be to the far right lane because trucks (or other vehicles) pulling over in an emergency will do so all the way to the right and would block the bike lane.
