This is gross but I think the more likely explanation for this pic is that that refuse container was probably overflowing with the dog poop bags on top and when it was emptied the bags just fell off on the ground and wasn't picked up by the collectors.

That’s probably what happened. The collectors for my neighborhood leave things behind a lot. Sigh
