Agree with what Scuba said above, but I also think the post office can provide alternative forms of identification for those who do not need a driver’s license. These are called Post Office ID Cards you can go to your nearest post office with the correct documents, and you can apply for the card in person.

Some post offices may require you to book an appointment in advance. It is advisable to contact the office beforehand to check their application procedure for post office ID cards. List of documents can be found at the below link:
