Interesting to hear that cinderblock walls and undersized lots, which probably describe 85% of the houses in Hudson county, are signs of urban blight. I guess the expectation is that everyone should buy brownstones with their trust fund money.

Iirc the people who live there were actually down with the buyout deal so will be glad to have it go through.

You are correct. My understanding is that this development was poorly built in the first place, so the current owners would be facing big repair / reconstruction bills if they wanted to stay & keep things as-is. It's a big win for them.
