i'm kind of confused what the issue is you might need to streamline your question rather than provide all the details. is the end situation that you had your meter read and it says you used 2000 kw?
they can do an energy audit or you can pay for a new meter. however the existing meter is almost certainly correct, the only low likelihood possibility is somehow your meter is including something that is not your apt (i.e. the garage or something). the much more high likelihood situation is that you are indeed using that much power (PTAC heater is the biggest culprit)
if you really want to get to the bottom of it just read the meter yourself and turn different things off... no heat for 1 day see what happens. no cooking on an electric stove (i.e. eat out for a day). track it for a few days and you might figure it out

ah i see, much clearer now
i did have a similar situation, and what happened was i called 3 months later and they looked at my average usage and credited me the rest
my situation was not a broken meter but rather when i moved in i think they just subtracted my meter from the last time it was rented by someone so i was asked to pay for all the interim months
