Unfortunately the $4-5k(it shouldnt be quite that high) is not isolated to MA. All states except NH require insurance and new drivers are viewed as high risk and are charged accordingly

My grandmother can add me to hers but I was hoping to avoid that. There's nothing legally that says I can't buy insurance. But apparently no one wants to sell to a permit driver. Even if I'm 25

Have you tried some of the smaller insurance agencies like plymouth rock or Amica?

I haven't but I'll look. I don't really know any other than the mainstream companies.

Her adding you to her policy will only cover you in her car, not your car.
