Well you call it an unenforced law. What your comment says is the law was written, and thereby meant, to inconvenience honest citizens. It’s not written specifically to inconvenience you by the way.

It’s enforced. I bought a new vehicle once and drove it home with only one license plate. I got pulled over but only given a warning.
