Yeah I have the same questions. Unfortunately they haven’t disclosed why it didn’t have the gps functionality so we can only speculate.
My guess is that the art fraud (for which he was wearing the monitor in the first place) was a non-violent offense.

Who would be doing that monitoring? The local department? State Police? FBI? Sounds like whoever was in charge of it didn’t care.
