It is, as the name says, international. But the Russian segment of the ISS is a significant part of the station, and Russia has played a crucial role in its development and operation.

But they don’t own it, so it’s not their choice, and I highly doubt the ESA is gonna choose Russia over the US.

Russia not renewing their partnership could still be problematic. Idk what the ESA have to do with this either.

It's actually other way around, since Russia has already plans for their own station and majority of states stay on ISS.

NASA has a plan to crash the ISS into the ocean by 2031 and make a new space station that's better and goes in an elliptical orbit around the earth AND the moon, making it easier to bring supplies to a future moon base
