The DMZ appears to be indicated so it's likely a political issue -only the allied government is being acknowledged due to the officially-unsettled civil war

Most modern maps don't recognize Taiwan, because they're made in China.

It's at the St Petersburg university of Civil Aviation, which was opened around 1974, so I guess it's from around that time
