Looks like a splice between rolls or print runs. Usually there are photo eyes to detect them and they get culled. Sometimes, especially on wrappers with low contrast the difference between brown and black is not enough and photoeyes will miss.
Also, fuck Nestlé. Their qc probably got cut for more profit.
