Floor 2 and 1 are not accessible by the elevator. Floor 0 is either ground level aka street level (i think thats why the little emergency exit sticker is on it) or actually floor 1 but doesn't open to the building floor 1. Floor -1 is probably the parking garage. I feel like if it was a basement or maintenance area it would be key locked.
