2nd floor is where the deep state has offices :)

It's quite typical in places that are on top of something else, but have street level access. Like a hotel that is above a shopping centre, an office that shares building with shops with an entrance on street.

And -1 is just the access to garage/parking. Nothing strange at all here, I've had this on my job before.

In some cultures, number 2 means a big, fat turd.

Not confusing, you just can't stop at 1 or 2

Floor 2 and 1 are not accessible by the elevator. Floor 0 is either ground level aka street level (i think thats why the little emergency exit sticker is on it) or actually floor 1 but doesn't open to the building floor 1. Floor -1 is probably the parking garage. I feel like if it was a basement or maintenance area it would be key locked.

This is very common in most European countries, street level is 0 floor (sometimes written as G) while -1 is basement first level.

And only the floors where elevator actually stops at are listed on buttons, so if elevator goes from ground to directly 3rd, it will be shown as here. It's according to standard EN81-70.

The button with the bell on it (bottom left) is if you are having a problem and need help. It's for the alarm.

The button that looks like <|> is to keep the doors open.

The button that looks like >|< us to close the doors, but they are rarely operational.

Depending on what area of the world you are from I could see why this might be confusing. Ground is referred to as 1st floor in some areas of the world, in others, the 1st floor is the 1st floor above ground. Zero being origin, or where you began your traversal of the structure, or ground level. Negative would reside below floor denoted as zero.

Just be aware to not get baited to -1

Worked in a building g that was built half above ground and half below. The elevators had negative numbers but it was incredibly confusing.

0 is ground, and likely an atrium (so covers the first few floors). How is this confusing?
