I can't say with any certainty what it WAS, but my opinion is it's pretty unlikely that it was a bullet, particularly on a horizontal surface. Unless it hit perfectly head-on, a bullet would have very likely ricocheted and left an oblong mark or divot

My guess their was a rock that got knocked onto the wet pavement before it could dry and got stepped on or driven over and pulled out

If it was a bullet shot straight up into the air, maybe..... but my money is on a tiny meteorite. 17000 hit every year. If it's fresh, see if any bits are magnetic.

its hard to think of anything else because their is no impact trail, no meteor is gonna hit at a near perfect 90 degree angle, someone might have shot it but id supprised if they didn't get a bit of shrapnel in their legs for their effort, like I said it was my best guess

Edit....also it could just be darker because of said rock preventing the pavement from getting sun bleached as much

Your family's lack of gun ownership isn't an issue. People fire guns off at New Year's and the bullets have to land somewhere. Every once in a while someone unrelated gets injured or killed.

I’m actually convinced it’s not a bullet hole, unless the bullet somehow came straight down on the concrete. People have suggested that it’s a very small meteorite crater!

I should also say that where I live, there aren’t a lot of shootings, but stray bullets could possibly be a thing… I live outside a small city in Southern California where there are a lot of farms

Meteorite it hit and bounced far away or vaporized,gotta be I don't see any other explanation it's concrete it doesn't do that evan when a hammer hits it but something from space ya and it's burnt around it.

maybe a hit from a stromg slingshot although that would not be any better from a getting-killed-by-accident point of view.

i cannot avoind to mention how very very very strange the phenomenon of stray bullets is to a non-american.
